联盟伦理审查委员会第二届任期于2025年9月30日届满。经过严格的提名、资格审查及选举程序，第三届伦理审查委员会换届工作已顺利完成，现将选举结果及相关事项予以公告。
一、换届程序说明
本次换届严格依照联盟《伦理审查委员会章程》规定程序进行。候选人由各理事单位提名，经秘书处对候选人资质进行初步审核后，提交全体机构会员代表大会以无记名投票方式选举产生，并经联盟理事会批准确认。整个过程由独立监察人员全程见证，确保程序公正透明。
二、第三届委员会组成
第三届伦理审查委员会共由7名委员组成，设主席1名、副主席1名、委员5名。委员来源涵盖临床医学、公共卫生、法律、社会伦理学、基因编辑技术、临床试验设计及患者权益保护等领域，以体现委员会的独立性与多学科视角。
叶承恩教授经全体委员互选，担任第三届委员会主席。叶承恩教授为临床医学伦理学专家，在推动联盟伦理审查体系建设方面发挥了重要作用。
三、任期
第三届伦理审查委员会任期自2025年10月1日起至2028年9月30日止，为期三年。任期内，委员会将保持独立运作，不受联盟理事会及秘书处干预，全权负责联盟受理的各类伦理审查申请的审议与决定。
四、对第二届委员会的致谢
联盟对第二届伦理审查委员会全体委员在任期内的辛勤付出表示衷心感谢。第二届委员会任期内共完成伦理审查申请214项，主持制定并发布了《临床试验受试者权益保护与伦理审查操作规范》，为联盟伦理审查工作的规范化、专业化奠定了坚实基础。

To council units, member institutions, and the public:
The term of the second ZALSH Ethics Review Committee ended on September 30, 2025. After nomination, qualification review, and election procedures, the transition to the third committee has been completed.
The election followed the procedures set out in the Committee Charter. Candidates were nominated by council units, reviewed by the Secretariat, elected by institutional member representatives through anonymous vote, and confirmed by the ZALSH Council. Independent observers witnessed the process.
The third Ethics Review Committee consists of seven members: one chair, one vice chair, and five members. Members come from clinical medicine, public health, law, social ethics, gene editing, clinical-trial design, and participant protection, reflecting independent and multidisciplinary perspectives.
Professor Ye Chengen was elected by committee members as chair. He is a clinical medical ethics specialist and has played an important role in building ZALSH?s ethics review system.
The third committee?s term runs from October 1, 2025 to September 30, 2028. It will operate independently and make decisions on ethics review applications accepted by ZALSH.
ZALSH thanks all members of the second committee for their work, including the completion of 214 ethics review applications and the release of operating guidelines for clinical-trial participant rights protection.
