卓健生命科学与健康发展联盟卓越奖面向生命科学、医学研究、临床转化、生物技术与公共健康领域开展评选。评审工作在联盟学术委员会指导下进行，由秘书处承担材料接收、形式审查、通知和归档工作，并根据年度评审任务组织相关领域专家开展独立评议。The ZALSH Excellence Awards recognize work in life sciences, medical research, clinical translation, biotechnology, and public health. The review is conducted under the guidance of the Academic Committee, with the Secretariat handling material receipt, formal checks, notices, and filing, and relevant experts organized for independent review according to each annual review cycle.
评审不以候选人所在机构、职务头衔或既有声誉作为单一判断依据。候选成果须能够通过论文、项目文件、临床或公共健康实践记录、第三方评价、知识产权文件、推荐意见等材料进行核验。涉及伦理合规、利益关系或学术诚信疑问的事项，将按程序进行回避、复核或补充说明。Review decisions do not rely solely on the candidate's institution, position, or existing reputation. Submitted achievements should be verifiable through publications, project documents, clinical or public health practice records, third-party evaluation, intellectual property materials, recommendation letters, or other supporting evidence. Matters involving ethics, conflicts of interest, or academic integrity are handled through recusal, verification, or supplementary clarification.

如某一年度申报通知对材料清单、评分细则、奖项名额或权重设置有更具体规定，以当年度正式通知为准。联盟保留奖项空缺的权利，不因申报数量而降低评审标准。Where the annual notice specifies material lists, scoring details, award quotas, or weights, the official notice for that year prevails. ZALSH reserves the right to leave an award vacant and will not lower review standards because of the number of applications.

评审职责依托联盟现有组织架构开展，年度专家评审组为临时工作机制，不作为新的常设机构Review responsibilities are carried out within ZALSH's existing organization. Annual expert review groups are temporary working mechanisms, not new standing bodies.
负责评审标准、专业方向和重大争议事项的学术把关，必要时组织专家复核。Provides academic guidance on review standards, professional direction, and major disputed matters, and may organize expert verification where needed.

秘书处核对材料完整性、类别匹配、基础资格、格式要求和必要合规文件。The Secretariat checks completeness, category fit, basic eligibility, format requirements, and required compliance documents.
学术委员会按专业方向匹配专家。原则上每份正式评审材料由不少于三位专家独立评阅。The Academic Committee matches experts by field. In principle, each formal submission is independently reviewed by at least three experts.
对评分分歧、材料疑问、伦理合规或利益关系事项进行复核，形成入围建议名单。Score variance, material questions, ethical compliance, or conflict matters are verified before shortlist recommendations are formed.
学术委员会审议拟获奖名单。需要公示的年度安排，按年度通知要求公开说明并接受实名异议。The Academic Committee reviews the proposed awardee list. Where public notice is required, it follows the annual notice and accepts real-name objections.
异议处理完成或公示无异议后，联盟公布结果，完成证书信息和评审记录归档，并组织颁奖安排。After objections are resolved or the notice period ends without objection, ZALSH announces results, files certificate and review records, and organizes award presentation.
以回避、复核、申诉和记录留存保障评审结果可信度Recusal, verification, appeals, and record retention support the credibility of review outcomes.
专家如与候选人、候选机构或候选成果存在亲属、师生、近年合作、同机构任职、商业合作或直接竞争等关系，应主动申报并回避。Experts must disclose and recuse themselves when they have family, mentor-student, recent collaboration, same-institution, commercial cooperation, direct competition, or similar relationships with a candidate, institution, or submitted achievement.
正式评审阶段专家独立完成评分和书面意见，评分汇总前不得以非正式方式影响其他专家判断。During formal review, experts complete scores and written comments independently and may not informally influence other reviewers before score consolidation.
对分差明显、材料真实性存疑、伦理合规存在疑点或专业判断存在争议的候选材料，可启动补充复核。Supplementary verification may be initiated for significant score variance, doubts over authenticity, ethical or compliance concerns, or professional disputes.
公示期内的实名异议或候选人按规则提交的复议申请，主要围绕程序合规、事实核验和材料真实性进行审查。Real-name objections during the public notice period or reconsideration requests submitted under the rules are reviewed mainly for procedural compliance, factual verification, and material authenticity.
年度通知、材料接收记录、形式审查记录、专家评分表、复核意见、公示记录和最终确认文件按年度保存。Annual notices, material receipt records, formal check records, expert score sheets, verification opinions, public notice records, and final confirmation documents are retained by year.
获奖者如被发现存在学术不端、数据造假、材料虚假、重大遗漏或严重违规，联盟可按程序撤销奖项并公示处理结果。If an awardee is found to have academic misconduct, data falsification, false submission, material omission, or serious violation, ZALSH may revoke the award according to procedure and publish the outcome.
