联盟与东南亚五国卫生部门签署公共健康合作框架ZALSH Signs Public Health Cooperation Framework with Five Southeast Asian Health Authorities

卓健生命科学与健康发展联盟与越南卫生部、泰国公共卫生部、马来西亚卫生部、印度尼西亚卫生部及菲律宾卫生部于曼谷正式签署《亚太公共健康合作框架协议》。这是联盟成立以来签署的规模最大、覆盖国家最多的政府间合作文件,标志着联盟的国际影响力迈上新台阶。

签署仪式在泰国曼谷举行,出席嘉宾包括五国卫生部副部长级代表、联盟理事长梁启明教授、秘书长及多名理事。仪式结束后,各方随即召开首次联合工作会议,就合作框架的具体实施路径与时间节点进行了深入磋商。

合作框架的核心内容

根据协议,联盟与五国卫生部门将在以下四个核心领域展开合作:

第一,传染病联合监测与应急响应。各方将依托联盟的数据共享平台,建立覆盖东南亚主要传染病(包括登革热、疟疾、禽流感及新发传染病)的跨国早期预警机制,并协同制定应急响应预案。

第二,医疗人才联合培训。联盟将通过启元研究院的学术资源网络,为五国卫生系统提供流行病学、公共健康管理及临床研究方法论等领域的系统培训,计划在未来三年内培训各类卫生专业人员不少于2000名。

第三,健康数据标准化与共享。针对各国健康数据标准不统一、互操作性差的现实问题,各方同意以世界卫生组织(WHO)相关标准为基准,推动建立区域统一的电子健康档案数据交换规范。

第四,基本药物可及性研究。联盟将资助针对东南亚地区基本药物供应链稳定性及药品可及性的专项研究,为各国卫生政策制定提供循证依据。

背景与意义

东南亚地区拥有逾6.5亿人口,医疗卫生资源分布极不均衡,传染病防控形势长期严峻。近年来,随着气候变化加剧与人口跨境流动增加,该地区新发传染病的风险持续上升,对区域卫生合作机制提出了更高要求。

联盟理事长梁启明教授在签署仪式后表示:"公共健康领域的挑战从来不是任何单一国家或机构能够独自应对的。这份框架协议的签署,是我们多年来在东南亚地区深耕学术合作关系、积累互信的成果结晶。我们希望联盟能成为连接政府、学界与产业界的桥梁,让科学研究真正服务于人民的健康需求。"

后续安排

根据框架协议,各方将于三个月内建立联合协调机制,负责监督框架执行进度并协调各方资源。联盟将由秘书处国际合作部在香港科学园总部统筹协调与五国的日常对接工作。

此次签署的合作框架有效期为五年,期满后可经各方协商续签。联盟将每年向各签署方提交合作进展年度报告,确保框架执行的透明度与问责性。

ZALSH signed the Asia-Pacific Public Health Cooperation Framework Agreement in Bangkok with health authorities from Vietnam, Thailand, Malaysia, Indonesia, and the Philippines. It is the largest intergovernmental cooperation document signed by the Alliance to date.

The signing ceremony was attended by vice-ministerial representatives from the five countries, ZALSH Chairman Professor Liang Qiming, the Secretary-General, and council members. The parties then held their first joint working meeting to discuss implementation paths and timelines.

The framework covers four key areas: joint infectious-disease monitoring and emergency response; joint training for healthcare professionals; health-data standardization and sharing based on WHO standards; and research on essential medicine accessibility and supply-chain stability in Southeast Asia.

Southeast Asia has a population of more than 650 million and faces uneven health-resource distribution and persistent infectious-disease risks. Climate change and cross-border mobility have made regional public-health cooperation increasingly urgent.

Professor Liang noted that public-health challenges cannot be addressed by any single country or institution alone. ZALSH aims to serve as a bridge among governments, academia, and industry so that scientific research can better serve public health needs.

A joint coordination mechanism will be established within three months, and the Secretariat International Cooperation Department will coordinate day-to-day liaison with the five countries from the Hong Kong Science Park headquarters. The framework is valid for five years and may be renewed by agreement.
